Non-compliance with the accessibility regulations

PDFs and non-HTML documents

Some documents are not accessible in a number of ways including missing text alternatives and missing document structure. This fails WCAG 2.1 success criterion 1.1.1 Non-text Content and 1.3.1 Info and Relationships.

We will be reviewing PDF and non-HTML documents that are essential to users of our website. By December 2023, we plan to either fix these or replace them with accessible HTML pages. Where possible we are replacing any new PDFs or Word documents with HTML pages or an accessible PDF.

Videos

Some videos are not accessible in a number of ways including missing audio description and text alternatives. This means users with visual impairments may not be able to see the content. This fails WCAG 1.2.1 Audio-only and Video-only (Pre-recorded), 1.2.3 Audio Description or Media Alternative (Pre-recorded) and 1.2.5 Audio Description (Pre-recorded).

We plan to add audio descriptions or text alternatives for all videos by December 2023. When we publish new content we’ll aim to make sure our use of videos meets accessibility standards.


Content that’s not within the scope of the accessibility regulations

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

PDF and Word documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

This statement was prepared on 31 May 2023. The next review is on 1 December 2023.
